Using the zip or rar file
1.Download OUTLCTL.DLL 9.0.23230
2.Extract OUTLCTL.DLL 9.0.23230 from .zip. We recommend that you extract OUTLCTL.DLL 9.0.23230 to the installation directory of the program that is requesting OUTLCTL.DLL 9.0.23230.
3.If that doesn't work, you will have to extract OUTLCTL.DLL 9.0.23230 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place OUTLCTL.DLL 9.0.23230 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 OUTLCTL.DLL 9.0.23230 and press Enter.
